Csc Institute Investigation
On November 1, 2011, the 38th Annual Report of the Office of the Correctional Investigator was tabled in Parliament. The report was prepared last summer and forwarded to Vic Toews, the Minister of Public Safety, on June 29, 2011. But the report only became public when the document was tabled in the House of Commons.
The 2010-2011 report put special emphasis on older offenders who the Correctional Investigator classifies as being 50 years of age or older.
Median Age of Prisoners is Increasing
As Howard Sapers, the Correctional Investigator, points out, penitentiaries were designed for younger inmates who do not suffer the same health and mobility problems that older offenders do. Sapers, quoted in a media release, said,
